Instructions
Step 1: Cook the Pasta
- Bring a large pot of salted water to a boil.
- Cook elbow macaroni until al dente according to package instructions.
- Drain and set aside.
Step 2: Make the Cheese Sauce
- In a large saucepan over medium heat, melt the butter.
- Add flour and whisk continuously for 1-2 minutes to create a roux.
- Slowly pour in milk and heavy cream, whisking constantly to prevent lumps.
- Add salt, black pepper, garlic powder, onion powder, and paprika. Stir well.
- Cook until the sauce thickens (about 5 minutes).

Step 3: Combine Pasta and Sauce
- Add cooked macaroni to the cheese sauce and mix until evenly coated.
- Transfer to a greased 9×13-inch baking dish.
Step 4: Prepare the Topping
- In a small bowl, combine panko breadcrumbs, melted butter, and smoked paprika.
